The government has launched a fuel relief scheme giving Rs 100 per litre off petrol for motorcycles, rickshaws, chingchis and cars up to 800cc. Registration is open by SMS and the rollout is happening this week.
This guide covers who qualifies, the exact registration steps, and — because this matters more than usual — how to avoid the fake registration sites that appeared within days of the announcement.

Who is eligible

Larger vehicles are excluded. The scheme is deliberately aimed at the vehicles that low-income households and small operators actually use.
One condition catches people out: the SIM you register from must be in your own name and linked to your own CNIC. A SIM registered to a family member will fail.
What you actually get
Reporting describes the relief two ways, and both appear to be in play — a monthly ceiling and a per-transaction limit.
Monthly ceiling:
- Motorcycles, rickshaws and chingchis — relief on up to 20 litres per month, a maximum of about Rs 2,000
- Cars up to 800cc — relief on up to 30 litres per month, a maximum of about Rs 3,000
Per transaction:
- Motorcycles and three-wheelers — around Rs 500 per transaction, roughly 5 litres
- Cars — around Rs 1,000 per transaction, roughly 10 litres
In other words you draw the monthly allowance in several smaller fills rather than one. Plan around that if you rely on the vehicle for work.
How to register, step by step
Step 1 — gather four things before you text:
- Your 13-digit CNIC number
- Your vehicle registration (number plate)
- Your province of registration
- Your vehicle registration date
Step 2 — send the registration SMS to 9771.
The reported format is:
REG [CNIC] [vehicle registration number] [province] [vehicle registration date]
One caveat worth knowing: outlets describe the province field differently — some say a provincial code, others say the province's first letter. If your first attempt is rejected, that field is the most likely reason. The official site should carry the exact format.
Step 3 — the SMS is free. The Prime Minister directed that the registration SMS carry no charge, and the charges were reported as abolished. If you are being charged, you are probably texting the wrong number.
Step 4 — to actually buy fuel, request a token. Once registered, send:
TOK
to 9771. You receive a message granting permission to obtain fuel, which you present at the petrol station.
Step 5 — present the token at the pump and pay the reduced rate.
When it starts
- Islamabad — from the night of 14–15 September 2026
- Nationwide, including Azad Jammu and Kashmir and Gilgit-Baltistan — from the night of 16–17 September 2026
Demand has been heavy. More than 600,000 registration messages were reported in the Islamabad region alone within the first day, so expect delays in confirmation rather than assuming your registration failed.
Be careful which link you click
This is the part we would most want a client to read.
Within two days of the announcement, sites had already appeared positioning themselves as registration portals for this scheme. One surfaced high in our own search results on a domain with no connection to any government body.
Three things worth holding on to:
1. The SMS route is the verified one. The shortcode 9771 is reported consistently by multiple established outlets. It requires no website, no upload, and no payment.
2. Treat the website with normal caution. Reporting points to www.pmfuelrelief.pk as the official information site. Note that this is a .pk domain rather than .gov.pk, which is the pattern Pakistani government services normally use. When we checked it, the domain resolved in DNS but did not respond, while other government sites did — possibly geo-restricted, possibly under load, possibly still being provisioned. We could not independently confirm it is genuine, so we are not linking it as a verified destination.
3. No legitimate government scheme asks you to pay to register, or asks for your full bank credentials or CNIC photo through a random web form. If a site does either, close it.
If in doubt, use 9771 and nothing else.
What this means if you run a business
Most coverage of this scheme is written for households. If you operate a business, there are two angles worth a few minutes of thought.
If you run delivery or field operations on motorcycles, this is a direct reduction in your cost per delivery. Registration is per vehicle and per CNIC, so the practical question is whether your riders own their bikes — if they do, the benefit accrues to them, and it is worth telling them the scheme exists rather than letting it pass unclaimed. If the business owns the bikes, check how registration works where the CNIC and the vehicle owner differ, because the SIM-in-your-own-name rule suggests this is built around individual owners.
If you run a rickshaw or small-vehicle fleet, the per-transaction cap changes refuelling patterns. Several smaller fills instead of one large one means more time off the road. That is a real operational cost and it may partly offset the saving, depending on how far your drivers travel to a pump.
More broadly: this is a subsidy responding to fuel price volatility, not a change in the underlying cost structure. If your unit economics only work while relief schemes exist, that is worth knowing now rather than when the scheme ends.
